Is it normal for a toddler to refuse 'broken' food?

My son is 16 months old, and he only eats solid food that he can hold and take bites off of, like nillas, crackers, apple wagon wheels, etc. I've seen him finish a snack several times (meaning he eats the whole cracker or whatever he's eating). But lately, he eats half of whatever it is, then drops it on the floor. If it weren't for my two dogs, I would be picking up pieces of food all day long. Also, he won't even try to eat food that is broken. If I hand him a broken cracker, he throws it on the floor and looks at me expectantly for another one. Even if it's just missing a tiny piece. Is normal for a toddler?
