Why does it take up to 4 years to help our soldiers that need assistance but welfare moms get it right away?

I think we need to revamp our entire VA and welfare policy's. I know there are times of need for welfare if you lost your job or spouse becomes disabled, even divorce. However that's still not a reason to stay on welfare for 5+ years.
